Del. Code Ann. tit. 2, § 941

Definitions

For purposes of this subchapter, unless another intention appears or the context otherwise requires:

(1) “Governing body” of a political subdivision means, as to the State, the Department of Transportation.
(2) “This State” is included in “political subdivision.”
