Apprenticeship and Training Fund

  1. (a) A special fund known as the Apprenticeship and Training Fund (“Fund”) is established and the State Treasurer shall invest the Fund consistent with the investment policies established by the Cash Management Policy Board. The State Treasurer shall credit interest to the Fund on a monthly basis consistent with the rate established by the Cash Management Policy Board.
  2. (b) The following moneys must be deposited in the Fund:

    1. (1) All payments made under § 6960A of Title 29.
    2. (2) Any other money appropriated or transferred to the Fund by the General Assembly.
  3. (c) The Department of Labor must allocate the money in the Fund annually, as follows:

    1. (1) Adult divisions of the 3 county-wide vocational technical school districts to support the related technical instruction of registered apprenticeship programs, including new areas of technical instruction for crafts that are in-demand by employers in this State, and to support pre-apprenticeship programs. The Department of Labor shall disburse money from this Fund in the same manner as other appropriations for adult trade extension and apprenticeship programs.
    2. (2) Twenty percent to the adult division of the Sussex County Vocational Technical School District.
    3. (3) The percentages in paragraphs (c)(2) through (c)(4) of this section may be reviewed and adjusted every 5 years by agreement of the Superintendents of the three county-wide vocational technical school districts, based on each district’s rolling 5-year average enrollment in adult trade extension and apprenticeship programs.
  4. (d) Money in the Fund may not be used to supplant existing state funding.
  5. (e) [Repealed.]
