1. (a) The Department may authorize as many qualified persons or companies as licensing agents as it deems necessary to effectuate the efficient distribution of dog licenses established under § 3042F of this title.
2. (b) The Department may determine the bond requirement.
3. (c) Licensing agents may add an approximate, reasonable and necessary service charge to the required fee for a license. The Department shall set the fee at its discretion.
4. (d) The Department may adopt, amend, modify, or repeal rules and regulations to effectuate the policy and purpose of this section.
