1. (a) No disbursements from the Fund shall be made unless authorized by the Director.

2. (b) Disbursements from the Fund are permitted only for the following authorized uses:

   1. (1) To provide training and technical assistance for recovery residence operators and staff.
   2. (2) To offset reasonable administrative expenses associated with implementing and effectuating the intent of this chapter.
   3. (3) Any other use approved by the Division.
3. (c) The requirements under Chapter 69 of Title 29 are waived for disbursements made from the Fund.
