1. (a) Except as otherwise provided under subsection (b) of this section, a person who makes a complaint under the chapter in good faith is not liable in a civil or criminal action because of the complaint.
2. (b) Subsection (a) of this section does not apply to a person engaging in a violation of federal, state, or local law, or regulation.
