As used in this subchapter:

1. (1) “CMS” means the Centers for Medicare and Medicaid Services of the United States Department of Health and Human Services.
2. (2) “Commission” means the Hospital Quality and Health Equity Assessment Commission established under § 1045 of this title.
3. (3) “Department” means the Department of Health and Social Services.
4. (4) “Disproportionate share hospital payment adjustment” means adjustments in payment for inpatient hospital services furnished by disproportionate share hospitals, as disproportionate share hospitals are described in § 1923 of the Social Security Act, 42 U.S.C. § 1396r-4.
5. (5) “Initial enactment period” means the period of July 1, 2025, through June 30, 2026.
6. (6) “Uniform payment increase” means a payment of an equal dollar amount per unit of service delivered.
7. (7) “Unit of service” means each day or visit.
