The parental rights of a man who may be the father of a child may be terminated without notice if:

1. (1) The child has not attained 1 year of age at the time of the termination of parental rights;
2. (2) The man did not register timely with the Office of Vital Statistics; and
3. (3) The man is not exempt from registration under § 8-402 of this title.
