The Council shall have the following functions, powers and duties:

1. (1) To review and comment on such rules and regulations as are proposed by the Agency.
2. (2) To serve in an advisory capacity to the Agency and Appeals Board.
3. (3) Recommend adoption, amendment, or rescission of rules, regulations and policies implementing this chapter.
4. (4) In its discretion, prepare an independent annual report describing the Council’s activities.
