3305.1 The contracting officer may hold a pre-proposal conference to brief prospective offerors after a solicitation has been issued but before offers are submitted.

3305.2 The contracting officer or designated representative shall do the following:

1. (a) Conduct the pre-proposal conference;
2. (b) Furnish all prospective offerors identical information concerning the proposed procurement;
3. (c) Make a complete record of the conference; and
4. (d) Promptly furnish a copy of that record to all prospective offerors that request a copy in writing.

3305.3 The contracting officer shall inform all pre-proposal conference attendees of the following:

1. (a) That remarks and explanations at the conference do not qualify or amend the terms of the solicitation; and
2. (b) That the terms of the solicitation and specifications remain unchanged unless contracting officer issues a formal written amendment to the solicitation.
