608.1 The Director, in cooperation with participating employers, shall endeavor to achieve the following performance goals:

1. (a) The participating employers shall employ seventy percent (70%) of all participants initially hired for the full fifty-two (52) weeks; and
2. (b) The participating employers shall retain in employment ninety percent (90%) of all participants on their payroll at the completion of the fifty-two (52) weeks.
