2006.1 Each agency shall be responsible for the maintenance of a motor vehicle safety program which will include the following:

1. (a) Driver identification cards;
2. (b) Physical examinations;
3. (c) Driver training, including annual refresher and remedial courses; and
4. (d) A preventive maintenance program to ensure that vehicles are in safe condition.
