4003.1 The Director shall review applications and make awards based upon the following criteria:

1. (a) Feasibility of the project;
2. (b) Soundness of research design, statistical technique, and procedures and methodology, if appropriate; and
3. (c) Theoretical and technical soundness of the proposed plan of operation including consideration of the extent to which:
4. (1) The objectives of the proposed project are clearly defined and clearly stated;
5. (2) Proposed project activities appear likely to reach objectives;
6. (3) The proposed project would contribute to the achievement of the grant's stated policy objectives; and
7. (4) Provisions are made for adequate evaluation of the effectiveness of the project and for determining the extent to which the objectives are accomplished.
