2321.1 A facility or program shall have an emergency preparedness plan. The plan shall address:

1. (a) Medical emergencies;
2. (b) Natural emergencies, such as earthquakes, severe storms, tornados or floods;
3. (c) Power failures;
4. (d) Hazardous environmental conditions such as, excessively high or low temperatures, chemical exposure, unusual fumes, and gas leaks.
5. (e) Fires;
6. (f) Behavioral crises, such as, bomb threats, terrorist threats, other workplace threats and acts of violence;
7. (g) Abuse or neglect of patients or staff;
8. (h) Injury or death of patients or staff; and
9. (i) Arrest or detention of patients or staff in the facility or program.

2321.2 Each facility or program shall orient staff to the emergency preparedness plan by doing the following:

1. (a) Reviewing the emergency preparedness plan with all staff at least annually;
2. (b) Conducting annual drills;
3. (c) Addressing the use and function of the fire alarm and the detection system, notification of authorities and the protection of lives including evacuation plans and fire extinguisher;
4. (d) Posting evacuation routes; and
5. (e) Notifying staff of any changes in the plan.
