1710.1 An applicant for or recipient of assistance who refuses to cooperate and who claims to have good cause for such refusal has the burden of establishing the existence of a good cause circumstance, and shall be required to:

1. (a) Specify those circumstances that the applicant or recipient believes establish good cause for not cooperating;
2. (b) Substantiate at least one (1) good cause circumstance in accordance with §1712 of this chapter; and
3. (c) Provide sufficient information, if known, possessed, or reasonably obtainable, to permit an investigation.
