1638.1 The child-placing agency shall comply with the District of Columbia laws and regulations in its selection of foster family homes in the District of Columbia.

1638.2 Each child-placing agency shall use only licensed foster homes for the placement of children.

1638.3 Each child-placing agency shall comply with the laws governing placement of each jurisdiction involved in the placement of a child, and the rules and regulations governing foster care of each state in which a child is placed.
