1601.1 Each child-placing agency shall be:

1. (a) A nonprofit corporation incorporated in the District of Columbia; or
2. (b) A nonprofit corporation incorporated outside the District of Columbia with a certificate of authority to conduct its affairs in the District of Columbia as a nonprofit corporation.

1601.2 Each child-placing agency shall operate according to by-laws and articles of incorporation which state the purpose of the organization includes the operation of a child-placing agency.
