10902 RESIDENCY

10902.1 An individual shall be a resident of the District and document such residency as a condition of FCEP CHIP eligibility.10902.2 In verifying an applicant's residency, the Department shall accept any of the forms identified in §§ 10902.3 and 10902.4 below.10902.3 Acceptable forms of verification of residency (either copies or originals) shall be limited to the following items in the name of the applicant:- (a) An active lease, rental receipt, or rental agreement for real property located in the District of Columbia;

- (b) A deed, settlement agreement, or mortgage statement for real property located in the District of Columbia;

- (c) A telephone or utility bill (water, gas, electric, oil, cable, or landline telephone) issued within the last sixty (60) calendar days for real property located in the District of Columbia;

- (d) A voter registration card with an address in the District of Columbia;

- (e) A non-expired, valid motor vehicle operator's permit (or a non-driver identification card) that is issued by the District's Department of Motor Vehicles;

- (f) Cancelled checks or receipts for mortgage payments for a property within the District of Columbia within the past two (2) months;

- (g) Non-expired automobile insurance policy with District of Columbia residency address;

- (h) A D.C. One Card;

- (i) A pay stub or earning statement issued within the previous thirty (30) calendar days with the individual's name and District of Columbia address;

- (j) An unexpired homeowner's or renter's insurance policy for real property located in the District of Columbia;

- (k) A property tax bill issued within the last sixty (60) calendar days for residential real property located in the District of Columbia; or

(l) A form designated by the Department to verify residency, pursuant to § 10902.4.

10902.4 Applicants who are homeless or otherwise unable to produce forms of residency verification listed in § 10902.3 may submit written confirmation from a verifying source that the applicant resides in the District. Written confirmation shall be supplied using a form designated by the Department, and shall be completed by one (1) of the following:

(a) A District of Columbia resident who can verify that the applicant lives in the District of Columbia. The written confirmation must include the name, address, phone number, signature, and one proof of District of Columbia residency from the list in § 10902.3 for the verifiable source; or

(b) A non-profit social services organization located in District of Columbia that can verify that the applicant lives in the District. The written confirmation must include the name, phone number, signature, and job title of the signatory, and the address and non-profit tax ID number of the organization.

10902.5 The Department shall conduct periodic data matches to update or confirm District residency.

10902.6 If the data checks identify residency outside of the District, the Department shall notify individuals of the discrepancy by written notice to the address provided by the beneficiary to the Department, and the individual shall submit information to resolve the discrepancy within fifteen (15) calendar days.

10902.7 If the individual is unable to resolve a discrepancy, the Department shall initiate termination of the individual's FCEP CHIP eligibility, consistent with the requirements set forth under § 10908.
