To be eligible to receive a contract from the Department, a prospective contractor must satisfy two (2) basic qualification requirements. Specifically, the prospective contractor must:
- (a) Be responsible; and
- (b) Not be disqualified on the basis of conflicts of interest either personal or organizational, or related ethical concerns.
