2202.1 Except as otherwise specifically provided in sections 2206, 2209, 2211, 2217 and 2225, this chapter shall apply to:

1. (a) All Medicare supplement policies delivered or issued for delivery in the District of Columbia on or after May 1, 1999; and
2. (b) All certificates issued under group Medicare supplement policies which certificates have been delivered or issued for delivery in the District.

2202.2 This chapter shall not apply to:

1. (a) A policy or contract of one or more employers or labor organizations; or
2. (b) The trustees of a fund established by one or more employers or labor organizations, or combination thereof, for employees or former employees, or a combination thereof, or for members or former members, or a combination thereof, of the labor organizations.
