1912.1 The Act and these rules shall not apply to the following:

1. (a) Health or disability policies offered by health carriers to employees participating in the Federal Employees' Health Benefits program administered by the U.S. Government Office of Personnel Management; and
2. (b) Policies delivered to public international organizations designated by the President of the United States, pursuant to 22 U.S.C. §288.
