9716.1 When any part of the record in any other proceeding before the Board, a criminal or civil action, or a proceeding before any administrative agency is offered in evidence, a certified true copy of that part of that record shall be presented to the Board as an exhibit, except in the following instances:

1. (a) It is described in a manner which makes it readily identifiable, and the offeror agrees to supply copies at a later time as required by the Board;
2. (b) There is a stipulation on the record that it may be incorporated by reference and the Board directs the incorporation; or
3. (c) It is described in a manner which makes it readily identifiable in the files of the Board.
