3604.1 Loan applications shall be evaluated according to the following criteria:

1. (a) Ability to serve a low-income population over the long term;
2. (b) Verified need for the proposed improvements to be financed by the loan; and
3. (c) Verification that the improvements are proposed at the least necessary cost and in the form most beneficial to the residents.
