3302.1 In reviewing grant applications, the Commission shall give priority to such applications according to the following criteria:

1. (a) Capital projects designed to provide, promote, foster, support or encourage sports and recreation activities among youth residing within any duly designated District of Columbia enterprise zone;
2. (b) Capital projects designed to provide, promote, foster, support or encourage sports and recreation activities among District of Columbia disadvantaged youth;
3. (c) Projects, programs or activities designed to provide, promote, foster, support or encourage sports and recreation activities among youth residing within any duly designated District of Columbia enterprise zone; and
4. (d) Projects, programs or activities designed to provide, promote, foster, support, or encourage sports and recreation activities among District of Columbia disadvantaged youth.
