2042.1 The Commission shall withhold, or order to be withheld, in whole or part, a contestant's purse, if:

1. (a) The referee determines that a contestant has committed a foul intentionally;
2. (b) The referee stops the contest because the referee determines that a contestant is attempting to lose the contest; or
3. (c) The Commission determines that a contestant did not put forth the contestant's best efforts in a contest.

2042.2 The Commission, upon reaching a final decision after a hearing, may:

1. (a) Order that the purse be released to the contestant; or
2. (b) Order that the purse, in whole or part, be forfeited, to the promoter.
