7711.1 The Board shall issue a license to a marriage and family therapist who has a valid unrestricted license from another jurisdiction of the United States or Canada if:

1. (a) That person, when granted the license, met all requirements contained in section 7702.1 through section 7704.4 and any applicable Board rules; or
2. (b) The requirements of the other jurisdiction are, at the time of the application, substantially equivalent to the requirements of this chapter.
