6904.1 All grants or other forms of assistance shall be made pursuant to written agreements and shall be legally binding documents consistent with all requirements of law and regulation prior to the release of any funds by the District.

6904.2 The specific form and content of any agreement for funding shall be at the discretion of the Director, or his or her designee, and may include, but shall not be limited to, the following:

1. (a) The purpose, amount, terms and conditions attaching to the funds provided;
2. (b) Time of performance and method of payment;
3. (c) Provisions for reporting to and audit or inspection by the District;
4. (d) Provisions for the termination of assistance; and
5. (e) Any other requirements of law, regulation, operation or enforcement necessary and appropriate to the provision of funds.
