2302.1 The scope of review to be used by District departments and agencies in assessing projects under this chapter shall include the following:

1. (a) Consistency with laws in the District of Columbia, including the Comprehensive Plan for the National Capital and regulations enacted pursuant thereto;
2. (b) Potential traffic, neighborhood and design impact; and
3. (c) Quality of life and environmental impact.
