2105.1 If the Board determines that appropriate circumstances exist, it may, by the adoption of an appropriate resolution, authorize the site to be offered other than through a prospectus.
2105.2 The form and content of each offering document issued under this section shall be reviewed and approved by the Board by a duly adopted resolution.
2105.3 The Board's determination that an offering should be made without the issuance of a prospectus shall be based on the following factors:
(a) The size of the site to be offered;
(b) The use(s) to which the site is to be put;
(c) The size and extent of the market for the site; and
(d) The existence of exigencies warranting a shorter marketing period.
