2702.1 Priority shall be given to the following:

1. (a) Projects that will serve low-income, minority District residents in low-income neighborhoods;
2. (b) Projects that will improve the health or housing opportunities of low-income District residents;
3. (c) Projects that will be of particular benefit to children, the elderly, or the physically or mentally handicapped, who are low-income District residents; and
4. (d) Projects that do not duplicate existing public and private services.
