2205.1 To participate in a proceeding before the Board, a person shall file with the D.C. Energy Office, at a time prior to the deadline set forth in the notice of public hearing, the following information:

1. (a) Name, address and telephone number;
2. (b) Whether he or she will appear as a proponent or opponent of the application; and
3. (c) A statement setting forth the grounds upon which he or she supports or opposes the application.
