1. (a) The Department of Buildings, in consultation with the Department of Energy and Environment, shall promulgate regulations to implement the provisions of this subchapter, including establishing standards for bird-friendly building design elements and construction.
2. (b) Regulations promulgated pursuant to subsection (a) of this of this section shall be submitted to the Council for a 45-day period of review. The Council may approve the proposed regulations in whole or in part. If the Council has not approved the regulations upon expiration of the 45-day review period, the regulations shall be deemed approved.
3. (c) The absence of regulations shall not delay the applicability of this subchapter or of any provision in this subchapter.

Applicability of D.C. Law 24-337: § 6 of D.C. Law 24-337 provided that the creation of this section by § 5 of D.C. Law 24-337 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been implemented.

Applicability
