The Authority shall make the following documents available to the public on its website:

1. (a)

   1. (1) The financial plan for its capital base;
   2. (2) Board meeting minutes and records; and
   3. (3) All bylaws, guidelines, and procedures adopted or issued by the Board or the Authority.
