The Health Literacy Council shall be composed of 15 members, as follows:

1. (a)

   1. (1) One member shall be appointed by the Chairperson of the Council committee with oversight over the Department of Health;
   2. (2) One member shall be the President of the University of the District of Columbia, or the President's designee;
   3. (3) One member shall be the President of the Community College of the District of Columbia, or the President's designee;
   4. (4) One member shall be the Executive Director of the Health Benefit Exchange Authority, or the Executive Director's designee;
   5. (5) One member shall be the Director of the Department of Behavioral Health, or the Director's designee;
   6. (6) One member shall be the Director of the Department of Health Care Finance, or the Director's designee;
   7. (7) One member shall be the Director of the Department of Health, or the Director's designee; and

   8. (8) Eight members shall be appointed by the Mayor, as follows:

      1. (A) One member shall represent the Workforce Investment Council;
      2. (B) Four members shall be District residents with extensive knowledge of health resources and services, health education, and the field of health literacy programs;
      3. (C) One member shall represent the Youth Advisory Council;
      4. (D) One faculty member from a District of Columbia university who is a District resident with specific experience in issues of equity in health care systems; and
      5. (E) One member with experience in primary care who is employed by a clinic or an association representing clinics.

Applicability of D.C. Law 22-66: § 7 of D.C. Law 22-66 provided that the creation of this section by § 4 of D.C. Law 22-66 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been implemented.

Applicability
