1. (a) OSSE shall contract with an entity to conduct a study to assess the impact of 5A DCMR § 164 through 5A DCMR § 171 on staff members and the cost of child care in the District.

2. (b) The entity completing the study shall:

   1. (1) Be nationally recognized;
   2. (2) Have expertise and knowledge of the child care industry, including costs, quality, and access;
   3. (3) Have a demonstrated understanding of best practices in workforce development; and
   4. (4) Have conducted a breadth of research in advancing affordable and accessible child care that supports the development and learning of children.

3. (c) At a minimum the study shall, by ward:

   1. (1) Provide demographic data on staff members in the District, including:

      1. (A) Gender identification;
      2. (B) Race;
      3. (C) Ethnicity;
      4. (D) Language spoken;
      5. (E) Income level; and
      6. (F) Highest level of educational attainment;
   2. (2) Assess the impact of increased educational requirements on the cost of child care;
   3. (3) Determine the impact of increased educational requirements on staff members working in the District; and

   4. (4) Provide recommendations:

      1. (A) On ways to increase educational requirements without financially burdening staff members; and
      2. (B) That identify professional development support for staff members.

Applicability of D.C. Law 22-11: § 7 of D.C. Law 22-11 provided that the creation of this section by § 4 of D.C. Law 22-11 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been implemented.

Section 7038 of D.C. Law 22-33 repealed § 7 of D.C. Law 22-11. Therefore the changes made to this section by D.C. Law 22-11 have been given effect.
