1. (a) The Department of Public Works, Metropolitan Police Department, United States Park Police, or the District of Columbia Department of Transportation is authorized to take the following actions against an immobilization-eligible vehicle:

   1. (1) Remove the vehicle from public space or private property pursuant to District law or regulation, through towing or other means, and transport the vehicle for impoundment; or
   2. (2) Immobilize the vehicle using an immobilization device.
2. (b) A vehicle subject to impoundment pursuant to this section shall be taken to a District government impoundment facility or other facility as shall be determined by the Mayor.
