1. (a) Not later than April 1, 2013, the Mayor shall transmit to the Council a plan for expansion of automated traffic enforcement in the District. The plan shall include:

   1. (1) An explanation of the plan, its goals, and the strategies to achieve the goals, such as red light, speed, fixed, and mobile;
   2. (2) A recommended number of automated enforcement cameras, by category, that should be deployed in the District to achieve appropriate levels of enforcement and associated traffic safety results;
   3. (3) A timeline for deploying the recommended number of cameras, including the number of additional cameras needed, by category and by fiscal year; and
   4. (4) The amount of funding necessary, in addition to what has been authorized as of the date of the plan’s publication, by fiscal year, to attain the target number of cameras.

2. (b)

   1. (1)

      1. (A) By January 1, 2023, the Mayor shall have operating at least:

         1. (i) 40 red light automated enforcement cameras;
         2. (ii) 80 speed automated enforcement cameras; and
         3. (iii) 6 stop sign automated enforcement cameras.

      2. (B) By January 1, 2024, the Mayor shall have operating at least:

         1. (i) 67 red light automated enforcement cameras;
         2. (ii) 267 speed automated enforcement cameras;
         3. (iii) 29 stop sign automated enforcement cameras; and
         4. (iv) 20 bus lane automated enforcement cameras.
   2. (2) The Director of the District Department of Transportation, having evaluated the effectiveness of each camera type, shall have the authority to alter the number of cameras required under paragraph (1) of this subsection; provided, that the Director shall provide the Council with written notice, including a rationale, for any alteration that would decrease the number of cameras of a particular camera type below the number required under paragraph (1) of this subsection.

Applicability

Applicability of D.C. Law 23-158: § 14 of D.C. Law 23-158 provided that the change made to this section by § 10 of D.C. Law 23-158 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been implemented.

Section 6073 of D.C. Law 24-167 amended section 14 of D.C. Law 23-158 removing the applicability provision impacting this section. Therefore the amendment of this section by section 10 of Law 23-158 has been implemented.
