1. (a) No person shall, for hire, guide or escort any person through or about the District of Columbia, or any part of the District, without first obtaining:

   1. (1) A entertainment services license issued pursuant to § 47-2851.03;
   2. (2) An occupational license for a tour guide issued by the Department of Licensing and Consumer Protection; and
   3. (3) Approval from the Chief of Police.
2. (b) The Department may, through the promulgation of rules pursuant to Subchapter 1 of Chapter 5 of Title 2, establish qualifications and fees for occupational licenses issued pursuant to this section, and establish civil penalties for violations of this section.

Applicability of D.C. Law 24-333: § 9 of D.C. Law 24-333 provided that the creation of this section by § 5(d)(5) of D.C. Law 24-333 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been implemented.

Section 7286 of D.C. Law 25-217 provided that the amendments made to this section by Section 5(d)(5) of D.C. Law 24-333 shall apply as of October 1, 2025. Therefore those amendments have been implemented.
