1. (a) This chapter shall not apply to an unclaimed deposit for excavation work in public space.

2. (b) The Mayor shall establish, by rule, the standards and procedures for determining:

   1. (1) Whether and when an unclaimed deposit for excavation work in public space will be considered abandoned; and
   2. (2) The custody and ownership of an unclaimed deposit for excavation work in public space.
