D.C. Code § 37-131.02
(a) Except as set forth in subsection (b) of this section, a person shall not vend from a sidewalk, roadway, or other public space unless the person holds:
(b) The Mayor may authorize the following persons to vend from public space without a basic business license or vending site permit:
(e) Vendors may operate only during the following hours:

The 2016 amendment by D.C. Law 21-79 added (b)(4) and made related changes.
Applicability of D.C. Law 25-21: § 5 of D.C. Law 25-21 provided that the change made to this section by § 3(b) of D.C. Law 25-21 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been implemented.
Section 7098 of D.C. Law 25-50 repealed section 5 of D.C. Law 25-21 removing the applicability provision impacting this section. Therefore the amendment of this section by section 3(b) of Law 25-21 has been implemented.
Applicability of D.C. Law 26-27: § 5 of D.C. Law 26-27 provided that the amendment to this section by § 3 of D.C. Law 26-27 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been implemented.
Section 7198 of D.C. Law 26-55 repealed section 5 of D.C. Law 26-27, thus removing the applicability limitation. Therefore the amendments made to this section by D.C. Law 26-27 have been implemented.
