1. (a)

   1. (1) Except as provided in subsection (b) of this section, this act shall apply upon the date of inclusion of its fiscal effect in an approved budget and financial plan.
   2. (2) The Chief Financial Officer shall certify the date of the inclusion of the fiscal effect in an approved budget and financial plan and provide notice to the Budget Director of the Council of the certification.

   3. (3)

      1. (A) The Budget Director shall cause the notice of the certification to be published in the District of Columbia Register.
      2. (B) The date of publication of the notice of the certification shall not affect the applicability date of this act.

2. (b) This act shall apply with respect to public restrooms managed or maintained by the District of Columbia Public Library as of October 1, 2023.

   Section 7085 of D.C. Law 25-50 modified section 4 of D.C. Law 24-250 removing the applicability provision impacting this section. Therefore the creation of this section by section 2 of Law 24-250 has been implemented only with respect to public restrooms managed or maintained by the District of Columbia Public Library.
