Within 180 days after May 23, 2019:

1. (a)

   1. (1) The Mayor shall, pursuant to subchapter I of Chapter 5 of Title 2, issue final rules to implement this subchapter.
   2. (2) Each independent agency shall, pursuant to subchapter I of Chapter 5 of Title 2, issue final rules to implement the provisions of this subchapter; and
   3. (3) A District government entity not covered by paragraph (1) or (2) of this section to which the requirements of this subchapter apply shall adopt rules or policies to implement the provisions of this subchapter.
