Upon receipt of an application, the Department of Public Safety, Division of State Police, Weapons Unit shall:

1. (a) Review the application for completeness;
2. (b) Complete a criminal history check on the applicant; and
3. (c) (1) Send a written notice to any applicant whose application is not properly completed or where possession of the weapon would be unlawful. The notice shall advise the applicant of the requirements necessary for compliance or that the application is denied, or (2) issue a certificate pursuant to section 53-202d-3.
