As used in sections 4b-100-1 through 4b-100-10:

1. (a) "Commissioner" means the Commissioner of Public Works;
2. (b) "Department" means the Department of Public Works;
3. (c) "Petitioner" means the party filing a claim with the Commissioner of Public Works alleging a violation or violations of Chapter 60;
4. (d) "Presiding Officer" means the person designated by the Commissioner of Public Works to conduct the informal conference at which the alleged violation(s) of Chapter 60 is heard and ruled upon;
5. (e) "Respondent" means the party or parties alleged to have violated a provision of Chapter 60.
