Article IV

Petitions for Promulgation of Regulations

1. (a) Any interested person may petition the Commission for adoption, amendment or repeal of a regulation. Petitions shall be sent by certified mail, return receipt requested, and addressed to the chairperson at the Commission's principal office. Petitions shall:

   1. (1) state the statutory authority for the proposed action;
   2. (2) provide a clear and concise text for the proposed regulation, amendment or repealer;
   3. (3) provide an analysis of the public policy reasons favoring the proposed action; and(4) contain the name, address and signature of the person making the petition.
2. (b) The Commission, by a majority vote of its members present and voting, may deny any petition not conforming to the requirements of subsection (a) of section 46a-54-120.
