As used herein:
- (a) "person" shall have the meaning set forth in Section 38-60 of the Connecticut General Statutes;
- (b) "compaint" shall mean a written communication primarily expressing a grievance;
- (c) "insurance department complaint" shall mean a written communication regarding a complaint transmitted by the insurance department.
