No surplus lines broker may procure insurance for any subjects or risks resident, located or to be performed in this state from an insurer, except one declared to be an eligible surplus lines insurer in accordance with section 38a-740-4 of the Regulations of Connecticut State Agencies or designated as a domestic surplus lines insurer in accordance with section 38a-271a of the Connecticut General Statutes.
