1. (a) In its subscription offering, the converting institution may give purchase preference to eligible account holders, supplemental eligible account holders and, in the case of a mutual savings and loan association, other depositors residing in its local community.
2. (b) In its community offering, the converting institution shall give a purchase preference to natural persons residing in its local community.
