1. (a) Not more than thirty days after receipt of the petition, the commissioner shall determine whether to deny the petition or to initiate regulation-making proceedings in accordance with law.
2. (b) If the commissioner denies the petition, the commissioner shall give the petitioner notice in writing, stating the reasons for the denial.
