1. (a) When a sponsor of an apprenticeship program which is registered and operating in another state or territory requests registration from the department to train apprentices in a permanent facility located in this state, the sponsor will be granted registration providing the sponsor conforms with this regulation.
2. (b) An apprentice registered as a bona fide apprentice in a neighboring state will be awarded certification of registration for state purposes upon request.
