The Commissioner shall within existing resources:

1. (1) identify and provide to applying displaced homemakers information on all appropriate Labor Department programs and services,
2. (2) refer applying displaced homemakers to such appropriate programs,
3. (3) encourage maximum utilization by displaced homemakers of these programs,
4. (4) provide information to applying displaced homemakers on appropriate programs of which he is aware in other agencies.
